PIR3212: Post Conflict Reconstruction and Reforms
Trimester 3

This module aims to provide students with the theoretical and empirical background to understanding processes and strategies of post-conflict recovery, reconstruction and reform, and related governance challenges and opportunities. The module examines key issues involved in the progression from relief to reconstruction and reform, and in processes of state-building and peace-building in countries emerging from violent conflict. It explores actors, processes and outcomes of political, social, economic and infrastructural reconstruction, and identifies critical conditions impacting the effectiveness of given strategies. Specific attention will be given to the areas of public administration and governance, economic reconstruction and public service delivery, security and the rule of law, DDR and refugee repatriation, and transitional justice and reconciliation, thereby also scrutinizing the roles and interactions of local and international actors in working towards sustainable and peaceful development in post-conflict societies. The module will provide practical examples of real experiences in post-conflict reconstruction and will allow students to draw lessons learned from selected case studies. It will further combine a theoretical and empirical approach with a practice- and problem-solving approach promoting knowledge and skills that will allow students to understand and apply theories, principles, strategies and techniques for effectively planning and managing recovery and reconstruction programs.

PIR4111: Environmental Politics
Trimester 1
BRIEF DESCRIPTION OF THE MODULE 

This module offers an examination and analysis of the role/s and dynamics of global environmental politics of the state, international institutions, and civil society actors, as well as the normative underpinnings of actual and potential policies for global environmental politics and governance. 

Issues to be studied include definitions of key concepts in environmental related sub-fields; political dimension of environmental protection and management; major drivers of environmental change around the World; major environmental problems at international, regional and national levels; discussion on the concept of "sustainable development" or "sustainability"; characteristics and types of environmental conflicts; links between environment and security; key issues related to environmental policy, law and planning; major stakeholders and their actions in environmental politics and governance; global and national instruments in environmental politics and governance; environmental politics and governance in Rwanda.

As case study, the module will analyze the overview as well as key issues in environmental politics and governance in Rwanda.

This module aims to provide students with a general understanding of public service and its importance, to identify and discuss problem and challenges faced by public service, understand public service around the world and familiarize students with the Rwandan public service.

BRIEF DESCRIPTION OF AIMS AND CONTENT

1) To introduce the student to the concept and various theories of public governance.

2) To acquaint the student with the general principles of good governance.

3) To introduce the student to the various theories of civil society in a historical perspective.

4) To enable the student to comprehend the role of civil society organizations in present day democratic and participatory public governance.

5) To create awareness in the student of the legal and accountability challenges that may civil society organizations against public institutions of governance

PLG3211: Physical Planning
Trimester 2

Welcome to the Physical Planning, a module designed for year 3 students of Governance and Public Administration. This module introduces students with basic knowledge of both rural and urban planning with consideration of sustainable development related local and global policies. The planning here is looked into with more social-political lens than engineering lens. In this module, students will enjoyably learn the ideal physical planning in a theoretical way, and will reflect on its feasibility via case studies.

PLG4211: Decentralisation and Political Power
Trimester 2

In this course, you will be introduced to concepts and theories of political power, the fundamentals of decentralization in government, and power relations between central government and local government based on the principle of devolution of power. You will also be familiarized with opportunities and challenges associated with decentralization of governance and Rwanda’s decentralization policy and processes.

Production and Operations Management (POM) shows how goods and services are generated in manufacturing and service giving organizations an optimal manner to satisfy customers and gain competitive advantage. It emphasizes an integrated approach, globalization , innovation and high productivity and effectiveness in manufacturing and service industries. At the end of this module, students are supposed to develop appropriate operations goals, plans and strategies and be familiar with  tools required to support strategic POM decisions including product/process selection, design and development, product mix and plant location and layout to generate the required products and/or services effectively.

Trimester 2

This module aims at deepening knowledge and understanding of population policies and programs. It helps the students to review policies and programs that affect population directly or indirectly.

It focuses on the linkage of empirical findings with activities aimed at formulating specific policies, plans and programs. The module also provides a basis for understanding the implementation and evaluation of population policies and programs.

Post-conflict reconstruction and peace building
Trimester 2

The module of “Post-conflict reconstruction and peace building” aims to develop capacities of peace building strategic actors to effectively and sustainably respond to the current and emerging challenges and new frontiers in peace and conflict mitigation. The module components aim to provide theories and professional skills on post conflicts reconstruction and peace building process.  This includes transitional justice and all post-conflict reconstruction mechanisms as well as conflict management theories and practices across the world, in Africa, in the Great Lakes Region and in Rwanda’s post-genocide reconstruction process

This course will equip students with a knowledge of the rules that govern the series of proceedings through which the State enforces substantive criminal law. In other words, you will learn in this course the rules of law that govern the procedures by which authorities investigate, prosecute, and adjudicate crimes.
